Photos: Arrival of BRT buses in Benin City raises question

These photos have been making the round on Facebook with many questioning the identities of passengers they conveyed to the state. A Facebook user shared the and wrote:

"Information reaching NHB has it that many BRT buses arrived Benin city yesterday the 25.9.2016 filled with thugs. My question is why are they in Edo state.''
